Audit Calibration and Technical Support Analysis Section Manager
Job Description
The State of South Carolina seeks a professional to lead the Audit Calibration and Technical Support section within the Division of Air Quality Analysis, onsite in Richland County, SC, with a salary range of USD 77,713 to 90,500 per year and a requirement for a bachelor’s degree.
Responsibilities
- Directs daily operations and supervises the section's staff.
- Maintains up-to-date supplies, service contracts, equipment certifications, and resource needs to sustain service continuity and complete data records.
- Ensures regional field personnel receive annual training or more frequent instruction as required.
- Continuously seeks process improvements and greater efficiency within ACTS.
- Maintains and updates required documentation within established deadlines.
- Oversees prompt repair and upkeep of equipment, including spare units.
- Keeps an accurate inventory database with new gear and tracks equipment location during transfers.
- Offers professional and technical guidance to management, officials, consultants, and industry on ambient air monitor maintenance, operation, and QA requirements.
- Provides management with information on resources and training needed to meet section workload.
- Composes and reviews reports on ambient air monitor operation and QA activities.
- Develops, reviews, and implements SOPs for ambient air analyzers and related gear.
- Ensures SOPs are created and approved within EPA timelines.
- Keeps SOPs updated annually or as required.
- Collects and analyzes data from ambient air analyzers related to audit, calibration, and technical support to assess monitor efficiency and procedure adherence.
- Keeps all required documentation current within designated timeframes.
- Researches new developments in instrumentation and analytic techniques relevant to ambient air monitoring.
- Completes Employee Performance Management System tasks per agency guidelines.
- Promotes the implementation of the SCDES Strategic Plan.
- Completes required administrative tasks (PCAS, SCEIS, and related functions) and documentation as requested.
- Performs other duties as assigned.
Requirements
- Bachelor’s degree and related program experience.
- Strong technical proficiency with ambient air monitoring systems and field operations.
- Experience operating, calibrating, and troubleshooting ambient monitoring equipment.
- Proven ability to meet objectives on schedule and with professionalism.
- Excellent written and verbal communication skills.
- Proficiency with Office 365 applications.
- Experience with QAPPS, SOPs, and field QA/QC practices.
- Ability to exercise sound judgment in daily duties.
- Collaborative team player, fostering positive relationships with coworkers, industry, and government officials.
- Capacity to lift up to 50 pounds.
- Attend regular staff meetings and trainings.
- Available to work 37.5 hours per week, including weekends and emergencies as required.
- Valid driver’s license, a 10-year driving record compliant with State and Agency Fleet guidelines, and the ability to drive a state vehicle.
- Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Preferred Qualifications
- Master’s degree in natural or physical sciences, public health, or related field with six years of environmental experience; or bachelor’s degree in the same fields with seven years of environmental experience.
- Extensive experience with data management systems such as AirVision.
- Experience with SCEIS, SharePoint, and Adobe tools.
- Strong knowledge of EPA ambient monitoring requirements.
- Experience with inventory management and procurement.
