Job Description

Areli offers an on-site Professional Civil Engineer (Design Technical Support) role on Ford Island, HI, focused on coordinating design efforts for NAVFAC projects, providing thorough technical reviews, and supporting government-funded construction and commissioning activities. This position gives you the chance to collaborate with government clients, NAVFAC teammates, leadership, stakeholders, and regulatory agencies, while applying innovative engineering solutions and advancing your civil design expertise in a multi-disciplinary environment.

Responsibilities

  • Collaborate with project teams to implement scope, schedule, and budget in line with project and customer requirements.
  • Help minimize delays by delivering timely technical reviews and recommendations within agreed timeframes.
  • Research codes, guidance, policies, procedures, criteria, and federal laws to provide sound technical recommendations in writing and verbally.
  • Apply innovative technical principles to resolve design and engineering challenges.
  • Coordinate with the Government client, NAVFAC colleagues, leadership, stakeholders, and regulatory agencies.
  • Lead and facilitate meetings, advise on project requirements, manage workflow processes, coordinate plans of actions and milestones (POAMs), and clearly communicate findings to project personnel.
  • Prepare written minutes for all meetings.
  • Review technical reports, RFIs, designs, design changes for design-build and design-bid-build projects, deliverables, submittals, and contractor proposals to ensure alignment with customer and RFP requirements.
  • Provide technical support for commissioning plan reviews, design and construction submittals, and field inspections.
  • Support construction field activities with technical input.
  • Summarize accomplishments for weekly meetings and prepare a monthly status report.
  • Note that field investigations are excluded from the role.

Requirements

  • U.S. citizenship required.
  • Security clearance: SECRET (TIER 3) preferred, or ability to obtain interim clearance prior to onboarding.
  • Four-year bachelor’s degree in civil engineering from an accredited program, plus a minimum of six years of design management or design experience as described.
  • U.S. Professional Engineer (P.E.) in civil discipline, or U.S. Professional Architect Registration (RA) in the corresponding discipline (for example, mechanical design support requires a mechanical license).
  • Completion and passing of the Construction Quality Management (CQM) for Contractors course. If not currently certified, obtain CQM certification within 90 days of assignment; time away from the project for training is not billed separately. CQM certification expires after five years; if expired, renewal is required.
  • Demonstrated knowledge of broad engineering principles and fluency in civil design.
  • Strong understanding of technical concepts across multi-disciplinary project design.
  • Experience with site layout and grading design; water and sanitary sewer design; stormwater calculations and design; proficiency with AutoCAD Civil 3D.
  • Effective communication skills in English, both oral and written.
  • Experience preparing correspondence, written reports, and briefing management personnel.
  • Ability to provide satisfactory proof of U.S. citizenship.
  • Experience using Microsoft Office (Word, Excel, PowerPoint, Outlook) and AutoCAD; ability to adapt to new software such as eCMS; familiarity with MS Teams and Zoom may be required.
  • Complete SF-85P, Questionnaire for Public Trust Positions, to establish necessary access requirements.
